Oil and gas revenues (OGR) of the Russian budget increased by 38.67% in April compared to March, reaching 855.6 billion rubles, according to materials published by the Ministry of Finance on 6 May. Additional OGR for April have entered positive territory for the first time this year. With a baseline figure of 834.6 billion rubles, this amounted to 21 billion rubles. In March, the budget forewent 234.3 billion rubles. At the beginning of May, Finance Minister Anton Siluanov noted that an additional approximately 200 billion rubles would flow into the treasury due to favourable market conditions. "We expect this [additional OGR]. But I want to note right away that the levels of revenues and shortfalls over the past two months are the same. We are talking about an amount of around 200 billion rubles," he remarked (quote from TASS).

Despite deviations from the baseline figure, OGR has been increasing monthly since the start of the year, with March figures standing at 617 billion rubles, February at 432.3 billion rubles, and January at 393.3 billion rubles. The April figure is still 21.22% lower than the level for the same period last year, when OGR in Russia amounted to 1.086 trillion rubles in April 2025.
