MOSCOW, 4 Nov - PRIME. Despite the moratorium on the suspension of payments under the fuel damper, oil producers are expected to maintain exchange prices for A-92 gasoline at around 70,000 roubles per tonne in the near future, said Sergey Tereshkin, CEO of the oil products marketplace "Open Oil Market" (a resident of Skolkovo), in an interview with RIA Novosti.

Russian President Vladimir Putin has imposed a moratorium on the suspension of payments under the fuel damper from October 2025 to May 2026. The corresponding decree cancels one of the rules for calculating subsidies, which stipulated that the damper would only be paid if the average monthly price of A-92 gasoline and diesel on the exchange did not deviate from the indicative price by more than 10% and 20% respectively.
"The exchange prices are no longer considered in the subsidy calculation rules; however, oil producers are likely to adhere to the 'bounds of decency', resulting in A-92 prices not surpassing the level of 70,000 roubles per tonne," he commented on the trend of declining exchange quotations in October. The price of A-92 gasoline on the Saint Petersburg exchange fell by 11.4% in October. By the close of trading on Saturday, a tonne of A-92 gasoline was priced at 65,232 roubles. However, this year, the price for this grade has set new records sixteen times.
